• FMIS User Defined Fields — A new FMIS menu option sets each User Defined Field's type, decimal places and length, and entries are checked against them, so FMIS no longer rejects a submission for these values.

Improved

• STIP / ITIP Report — The ITIP and STIP modes group and sort like the published OTIS documents, and Early Development funding shows "Unfunded" in the PREL column.
• FMIS Project Status and Bulk Sign — The project status names the custom workflow step a version is waiting on, and Bulk Sign offers "Sign" only for projects the user can sign at their current step.
• Request Obligation — A new FMIS project created from a request opens to its project details instead of the Add New wizard.

Fixed

• Federal Project Number — FMIS projects created from Request Obligation get the "A0" prefix again.
• Failed FMIS submissions — A failed submission clears the custom workflow step as well as the signature, so the project can be signed and submitted again.
• Removing a signature — The latest signature can be removed again on projects with custom workflow steps, including the Authorize signature.
• Deleting a workflow step — A custom step that projects still carry is made inactive instead of deleted, so those projects keep moving through the workflow.
• Project Obligations report — Every obligation line is included, so totals match FMIS.
