This article details some common FMIS project situations and the steps for each.
When a Non-Federal project needs to become Federal
- Open the Non-Federal ("-NF") project.
- Ensure the project is Active, has no pending version, and has no federal project under the same Federal Aid Number.
- Click the Actions menu (⋮) and select "Convert to Federal".
- Click Confirm.
- In the "Add Wizard", on every obligation detail line, select a federal "Program Code".
- Add Federal or AC funds to at least one line.
- Review each line's State Attribution.
- Complete the wizard and sign the federal project (Certify, Recommend, Authorize).
- Open the -NF project and sign its pending withdrawal.
- Check Advantage Management on the new project. Allocations are carried over, but check them against the new lines.
When a Federal project loses its federal funding
- Ensure the state funds on each line is attributed to a state program code (see the "State Attribution" section of the Obligation Details article). These attributions become the lines of the Non-Federal project.
- Ensure the project is Active, has no pending version, and has no expenditures. A project with expenditures must be closed through the normal workflow instead.
- Click the Actions menu (⋮) and select "Convert to Non-Federal".
- Click Confirm.
- In the Add wizard, review the lines and complete the wizard.
- Sign the -NF project.
- Open the federal project and sign its pending withdrawal.
- Enter Advantage allocations on the -NF project. They do not carry over in this direction.
When a Federal line also has state funds to credit to a state account
- On the FMIS project's Obligation Detail, click the State Attribution icon in the applicable line's "Program Code" cell.
- Click Add Code.
- Select the state program code and enter an amount in "This Mod".
- Repeat until every fund column shows a checkmark.
- Click Apply.
When a State Attribution is wrong
- Wrong code, never authorized: remove the code and add the right one.
- Wrong code, already authorized: set its amount to $0 for this modification, then add the right code.
- The line amount was lowered: lower the attributions to match. The project cannot be certified until they do.
Afterward, rebalance the affected Advantage allocations.
When a project needs Advantage information for the first time
- On the FMIS project, click the Advantage Management icon in the "Obligation Detail" section header.
- Select a line in "Obligation Detail Records".
- Click Add Allocation Row.
- Select a "Work Authority" and an "Advantage Phase" and enter an amount.
- Use "Split Evenly" to spread the total across several rows.
- When "Remaining" shows $0, click "Save".
- Repeat for each line.
When Advantage allocations are out of balance
- Click the warning icon in a line's "Program Code" cell.
- In the Advantage Management modal, read the "Allocations are out of balance" banner.
- Click "Rebalance" (or edit the rows).
- Click "Save".
When Certify says "no Federal Funds or AC Funds"
This happens on a project just converted to Federal. Add Federal or AC funds to at least one active line, then certify again.
When the project has already been converted once
Convert is offered only once in each direction. When both the federal and the -NF project exist, use the normal Actions on the existing project instead (ex. re-open it with a new version).
