One Federal Aid Number can have two FMIS projects: a Federal project under the number itself and a Non-Federal project under the number ending with "-NF". Each has its own versions and signatures, and any changes made to one is not copied to the other. The "Convert" actions create the missing project from the existing one. Only users with a role that includes the Add New FMIS Project permission can convert a project.
When Convert Is Available
"Convert to Federal" (on a Non-Federal project) and "Convert to Non-Federal" (on a federal project) appear in the Actions menu (⋮) in the project header when all of these are true:
- The project is Active (authorized).
- The latest version is open, and there is no pending version.
- The other project does not exist yet.
Convert to Federal
To convert a Non-Federal project to Federal, follow these steps:
- Open the latest version of the Non-Federal project.
- Click the Actions menu (⋮) and select "Convert to Federal".
- Click Confirm.
- In the "Add Wizard", select a federal Program Code on every line, and add Federal or AC funds to at least one line.
- Complete the wizard and sign the federal project.
- Sign the withdrawal that was staged on the Non-Federal project.
The new federal project copies the obligation lines (with the Program Code left blank), the locations, user-defined fields, groups, related projects, documents, and Advantage allocations. The state money on each line becomes a State Attribution under the old state code. Expenditures, ledger entries, and signatures are not copied.
Convert to Non-Federal
To convert a Federal project to Non-Federal, follow these steps:
- On the federal project, make sure the state money is attributed to state program codes (see "State Attribution" section on the Obligation Details article).
- Click the Actions menu (⋮) and select "Convert to Non-Federal".
- Click Confirm.
- In the "Add Wizard", review the lines and complete the wizard, then sign the -NF project.
- Sign the withdrawal that was staged on the federal project.
- Enter Advantage allocations on the -NF project.
The -NF project gets one line for each state attribution under its state program code. The federal dollars stay on the federal project. Advantage allocations are not copied. If the federal project has no state attributions, the -NF project is created with no lines, and the lines are entered in the wizard.
After Conversion
After conversion, the STIP project's "Group Project" field will be set to Yes. It cannot be turned back to "No" while both FMIS projects reference the STIP project.
Messages
There are some messages that could appear during this process. The table below outlines these messages and their meanings.
| Message | Meaning |
| "… must be Active (authorized) before it can be converted." | Authorize the project first. |
| "… has expenditures; close it through the normal workflow instead of converting it." | A project with expenditures cannot be converted. |
| "… has a version after …; only the latest version can be converted." | Open the latest version. |
| "Federal Aid Number … already exists; … already has a counterpart." | Both projects already exist. Use the normal Actions on the existing project. |
| "Program Code … has no Federal Funds or AC Funds across any active detail lines…" | On a project converted to Federal, add Federal or AC funds to a line before signing. |
