The STIPs interface provides the ability to create and manage the various versions of the STIP within the application. This interface can be used to:
- Create new STIPs
- Edit the details of a STIP (Details tab)
- Add a STIP Introduction to a Draft/Active STIP (Details tab)
- Post a STIP for public comment (Details tab)
- Set the STIP Adoption Dates (Details tab)
- Set and manage a STIP's inflation rate (Inflation tab)
- View and respond to public comments related to a STIP (Comments tab)
This tool can be accessed by clicking on the Administration Menu icon on the Utility Bar. Only users with the System Administrator security role or users assigned a role that includes the Create/Manage STIPs permission will have this option available.
When "STIPs" is selected in the picklist, its interface will appear on the user's screen.
The first STIP on the table (left) will be selected by default, but the user can click another option if desired. Once selected, its information will appear in the Detail pane to the right. There are three tabs on this pane that contain information on the selected STIP: Details, Inflation, and Comments.
Details Tab
The Details tab allows the user to view and edit details about the selected STIP, add a STIP Introduction, post a STIP for public comment, and set the STIP Adoption dates. This tab will be selected by default. To populate this tab, the user can click on a row in the STIPs table (left). Then, the Details tab will be filled with its information. This tab will be view-only for any Historical STIP, but it is editable for Draft and Active STIPs.
The Details tab will include the STIP Name and a delete icon () in the header, and these fields below:

| End Year | This field shows the End Year for the STIP window. |
| Locked | This switch allows users to lock a STIP from any edits. Historical STIPs are always locked and disabled. |
| Name | This field shows the STIP Name. |
| Type | This field contains the STIP Type (Draft, Active, Historical, or Scenario). |
| Description | This field allows the user to enter a narrative description value for the STIP. |
| Project Initially Copied From | This is the STIP version that was used to originally populate the Projects in the new STIP record. Once created, any changes to the projects are not maintained across STIPs. Only projects with funding in the new STIP window will be carried forward. This field is disabled for all previously created STIP records. |
| STIP Introduction | This button allows users the ability to upload a PDF document that will be used as the Introduction for the Comprehensive STIP report. If no document is uploaded, the Comprehensive STIP report will only include the Project Detail reports. |

Edit STIP
To edit the STIP, the user can click into the desired field in the Detail window and edit it based on the field type:
- Textbox - type new values
- Picklist - select new values
- Calendar Select - select new dates
Once a change is made, the "Save" button will appear to allow the user to save the new values. Alternatively, the user can revert the changes to their original values through the available "Cancel" button.
Public Comments
The Draft or Active STIP can be posted for public comment directly in the STIPs interface through the available button. This locks the STIP from any further edits and places it on the STIP Viewer application for public feedback. The public comment period can be ended at any time by selecting the "End Public Comment" button which replaces the "Post for Public Comment" button. This process can be repeated as often as desired until the MPO adoption date has been set.
All comments received during public commenting periods will be available in the STIPs interface. The three icons in the Public Comments section display the number of public comments received (), responses requested (
), and responses sent (
). To view public comments received along with an agency response, the user can click the "View Comments" button. This places the user on the Comments tab.
Adoption Dates
The adoption date fields (MPO, State, FHWA, and FTA) are not editable when initially creating a Draft STIP but will become available once the Draft STIP has been saved. The table below outlines the details of each adoption date.

Once the FHWA and FTA fields have been entered and saved, indicating their approval of the Draft STIP, the STIP Type will be updated. A Draft STIP Type will become an Active STIP Type, and the Active STIP Type will become a Historical STIP Type. If the Draft STIP has transitioned to an Active STIP, the user can create a new Draft STIP at any point.
Inflation Tab
The Inflation tab allows the user to set a STIP's inflation rate and manage which programs and phases the rate applies to. This is the second tab on the STIPs interface, and it will only be editable for the Draft and Active STIPs.
To set the inflation rate, the user can locate and fill the Inflation Rate (%) textbox. The value entered into this field is limited to two decimal places, and it will be applied to the combinations selected in the Inflation Scope section. The Inflation Scope section hosts collapsed sections of program checkboxes, grouped by phase. Once expanded (caret), the user can select any combination of programs, then click "Save". A search bar is also provided above the Inflation Scope section to allow the user to search for programs and phases by name. A summarized version of the steps for setting the inflation rate is given below.
- Enter a value in the "Inflation Rate" field.
- Expand a phase grouping and select the desired programs.
- The user can select checkboxes by selecting them individually or selecting the phase heading checkbox to select all programs within the phase.
- The user can select checkboxes under different phases before selecting "Save" if desired.
- Click the "Save" button.
Comments Tab
The Comments tab allows the user to view and respond to public comments related to a STIP. This is the third tab on the STIPs interface, and it will only be editable for the Draft and Active STIPs. To access this tab, the user can either select the tab title, or they can click the "View Comments" button on the Details tab to toggle to it.
At the top of this tab, there is a table that displays a record of each comment with the Date Submitted, Submitted By (Name) if entered, Date Response Sent, Revision Name, and Response Requested indicator. Once a comment is selected in this table, the space below will be filled with information related to the record. This space includes some additional fields:

This section allows the agency to respond to the comment. The fields here are:
If a response if entered, it can either be saved ("Save"), or the action can be cancelled ("Cancel"). A saved response will be sent to the submitter. |
A summary of Public Comments Received can also be generated from this tab using the "Run Summary" button. This will include the STIP Name (Type), number of Comments Received, and the number of Responses Sent vs the number of Responses Requested. If no comments were received, the report can still be run but will display "No Comments Received."
Add STIP
The "Add STIP" button allows the user to create a Draft STIP or Scenario STIP Type. After selecting this button, the Detail window will be cleared, so the user can enter information about the new STIP Type. Once the user has filled the required fields (*), they can select "Save" to create the Draft STIP or Scenario STIP. Then, the created STIP Type will be available in the table and in the STIP picklist on the Main Menu. Creating a Draft STIP in this interface will help facilitate the preparation necessary for the adoption of a new STIP window.
